Description

Sometimes on test runs, ITestDynamoDBMetadataStore.testProvisionTable times out because AWS takes too long to resize a table.

	at org.apache.hadoop.fs.s3a.s3guard.ITestDynamoDBMetadataStore.testProvisionTable(ITestDynamoDBMetadataStore.java:963)

Given we are moving off provisioned IO to on-demand, I propose cutting this test entirely
