Description

There's zero reason for this layout:

hadoop-3.1.0-SNAPSHOT/share/hadoop/tools/resourceestimator
 - bin
 - conf
 - data

Buried that far back, it might as well not exist.

Propose:

a) HADOOP-15009 to eliminate bin
b) Move conf file into etc/hadoop
c) keep data where it's at
