[GUACAMOLE-267] Support health checks for connections

Description

Balancing groups currently choose an underlying connection based on the number of active users of that connection, assigning users based on which connection is expected to have the lowest load. They do not currently take into account remote desktop servers which are unreachable or down.

An unreachable server will, by definition, have zero active users, thus any such server will be chosen extremely often, rendering the balancing group useless. Some mechanism must be implemented which would allow for basic health check pings (or equivalent), such that unreachable/unresponsive servers will not be chosen.
