[GUACAMOLE-1589] To apt install software using ubuntu repository is too slow in China

Description

I found it too slow to  build guacd docker image . Laterly I found that it is stunk in apt install stage,unluckily , 35k/s . And I am in Shanghai, China

So I want to report an issue to see if guacamole team could add  some mirror repository config in Dockerfile . Thanks for this .
