From jmclean regarding the 0.9.10-incubating (RC2) release vote:

Sorry but it’s -1 binding as the server artefact is missing a DISCLAIMER and NOTICE file.

EXTRA_DIST within the top-level Makefile.am of guacamole-server needs to be updated to include DISCLAIMER and NOTICE. It currently specifies only the following:

EXTRA_DIST =     \
    LICENSE      \
    bin/guacctl  \
    doc/Doxyfile
