Non found static type checking extensions throw unexplicit NPE

    Description

      Specifying a static type checking extension that doesn't exist or isn't found on the classpath throws a NullPointerException which doesn't give the user much clue about what happened.

      Instead of throwing an NPE, I suggest we throw a compilation error instead, with an explicit message.
