[GROOVY-1927] startGroovy script has issues on cygwin

Description

There are some tests in the groovy script ( src/bin/groovy ) that are trying to do string equality testing with variables that are not enclosed in quotes. cygwin at the very least complains about it.

Anyway, the fix is simple and will be attached.
