improve gobblin-cluster-[master/worker].sh script

    Description

      gobblin cluster script for master and worker is separate and can be combined. it also needs more checks and validations and needs to be organized. It also has bug while taking JVM_FLAGS that needs to be fixed.

      so common script would look like:

      gobblin-cluster.sh <master|worker> <start|stop|status>
