Description

Add a new basic cluster integration test

This is useful to verify that the basic function is working.
It also helps new engineers an easy way to learn the code.

The closest tests I can find so far is GobblinClusterKillTest. But that is testing some error handling and is slow and disabled due to reliability issues.
