Description

Currently: 

1. Each PR push triggers a publish to docker, this is unreleased code. Remove that.
2. Each released code is published to docker (recent contribution by William, so no released tags are published so far), this is acceptable. Retain this. 
3. Determine what is an acceptable way for any CI/CD related docker images (review other projects and check with Infra)
4. Any non-release docker images (such as for CI/CD) should be very clearly tagged as nightly, snapshot, etc. and that they are not meant for public consumption
