[GERONIMODEVTOOLS-726] Incorrect project state after redeploying the application on server

Description

Following steps in GEP can reproduce this problem:

1. Deploy an EBA
2. Stop the EBA
3. update EBA and then re-deploy it by publishing server

The EBA project state is still Stopped, but after checking the state in admin console the application is started on server.
