create index gfsh command behavior seems inconsistent with other commands

    Description

      The way the command currently works, when you it uses the group of the region to determine the target members to perform the operation on. When you create a region, it doesn't need the group or anything, it just works. Seems like create index should be able to find the region on a member without an issue.
