Major Description
When an instance is slow to start, it can be in a state where a delete of the instance will fail
due to the fact that it is not active yet, and a subsequent create will fail with a duplicate name.
When this happens, the create_instance.sh script will loop on
delete/create until all retries have been exhausted.
