Description

When we launch a JVM with an old version and then re-launch with the current version, the JVM isn't running the current version.

This bug can potentially invalidate cross-version test results. In fact it can invalidate any test that runs after some cross-version test since those later tests might not be running the current version.

This problem seems to originate with GEODE-5787 in January of 2019 ed723a0d187f06ab590c175f8ca1e0cc260815b2
