Description

1. WHY
   1. too many logs in the log file, that is a customer concern
   2. broker team call RESTAPI for Management for healthcheck per 10 seconds. it will produce too many logs.

1. WHAT
   1. change every log which is produced by RESTAPI for management to be DEBUG.
