Use locator launcher to start a locator in a rule

    Description

      currently we have LocatorStartupRule that use internal api to create the locator, sometimes the tests needs to get hold of the locatorLauncher to verify certain state, would be nice to have a rule that would start the locator using the locatorLauncher.
