[GEODE-6827] Benchmark CI: Make Windows jobs not gating for benchmarks

Description

In Geode CI, the Benchmark job is blocked by the successful completion of the Windows tests. Since Benchmark runs on linux and the Windows tests still frequently fail with timing issues, it does not make sense for these tests to be gating to Benchmark runs. When they are gating, we do not get frequent runs of the benchmark task.
