Major Description
The gfsh start server command allows the user to set the eviction-heap-percentage and eviction-off-heap-percentage. We should provide a gfsh command to modify these values on a running server. (Perhaps by adding capabilities to the gfsh alter runtime command?)
We should also provide the same capability for modifying critical heap/off-heap percentage.
