Need to clean up TXLockService.createDTLS() method callers so that DTLS is not to be recreated when it is destroyed

    Description

      In tx clenaup code to release DTLS, it may recreate the lock services using createDTLS call. If TXLockService no longer exists then release should not recreate it. 

Need to check multiple callers of createDTLS so that incorrect recreation of lock service will be avoided.
