Description

Steps to reproduce the issue:

1. start locator and 4 servers(static sampling enabled)
2. create disk stores for gw sender and region
3. create parallel gw sender with disk store
4. create the region with gw sender and disk store
5. initialize buckets
6. shutdown servers
7. get up all servers
8. check the member stats
