[GEODE-10105] restarting of gateway sender during dispatching of events, causes duplication of events without indication of possibleduplicate

Description

During dispatching events in parallel gateway sender, if we stop dispatching, and after some time restart dispatching, multiple duplicate events are observed on receiving side (without indication possible duplicate).
