I've been investigating this issue for the last couple of days. Actually, FOP handles each block independently through SAX calls, and it seems that there is no special treatment for fo:blocks nested inside a list, hence they're rendered as normal paragraphs which is why they appear as list items.

how many bullets do you see? with what viewer and OS? on a Mac with either TextEdit or OpenOffice I see none (which is not right, but brings up the point that we need to know what viewer is being used).

A bullet per each fo:block inside an fo:list-item-body

A dirty hack to get around the problem of displaying multiple fo blocks as list items.
