[FOP-2170] source-resolution and font-size do not play well together

Description

specifying a source-resolution different from 72 affects the size of fonts if the font-size attribute is specified. no impact is seen if the font-size is not specified. note that this is independent of SVG.

the attached example, together with fop.xconf for different source-resolutions, exemplify the issue. the example is for PDF but the same happens with PostScript and other output formats.
