[FLUME-23] agent*[sink|chain] should be translated instead of using 'AgentSink' and 'AgentFailOverSink'

Description

Currently, 'agentSink' and 'agentFaiiOverSink' are implemented as opaque sinks. They should instead use the translation mechanism to allow for easier debugging and to offer easier explanation of how reliability mechanisms work.
