[FLINK-9780] scala-shell yarn mode silently goes into standalone mode if no yarn option is specified

Description

When running scala-shell.sh yarn the shell silently starts in standalone mode.
If any yarn-option is specified it correctly starts in yarn mode.

We should either go into yarn mode in both cases, or fail in the first case, whatever makes more sense.
