[FLINK-8535] Implement a basic set of table factories

Description

A lot of work went into creating unified interfaces for source, sinks, formats. FLINK-8240, FLINK-8866, FLINK-8558, FLINK-9852 have been merged. We can now add more table factories for different connectors and formats including descriptors for specifying them programmatically. This issue is an umbrella issues for tracking all efforts about table descriptors and table factories.
