[FLINK-7824] Put the queryable state jars in the opt folder.

Description

In 1.4, to enable the queryable state, the user has to put the adequate jars in the lib folder. The first step before putting the jars, is to find the jars in the distribution. So the location of these jars can be in the `opt` folder.
