[FLINK-5071] YARN: yarn.containers.vcores config not respected when checking for vcores

Description

The YarnClient validates whether the number of task slots is less then the max vcores settings of yarn but seems to ignore the yarn.containers.vcores flink config which should be used instead of the slots.
