Description

This jira targets to set up a skeleton of the new JobMaster, translate scala codes to java. Make necessary changes for JobMaster only manages one job. This will include :
1. Blob related logics
2. SubmittedJobGraphStore
3. checkpoint & savepoint
4. metrics registry
