job manager RPC server needs to implement a job control protocol, resource user protocol, task control protocol,
1. job controller: cancelJob, suspendJob, etc.
2. resource user: slotFailed(notify slot failure), slotAvailable(offer slot), etc.
3. task controller: updateTaskState, updateResultPartitionInfo, etc.
