[FLINK-3973] Table API documentation is "hidden" in Programming Guide menu list

Description

The Table API / SQL documentation is hard to find in the drop down list of the "Programming Guide" menu entry.

We should either move it into the "Libraries" menu or move it up in the "Programming Guide" entry and bold like the other top entries.
