Description

FLINK-36510 bumps pekko and backports this change to 1.20 and 1.19. We're observing OOM issues in CI which might be related to FLINK-36510 (see Roman's comment in FLINK-36510).

This issue is a blocker for reverting the change for 1.20 and 1.19 to. FLINK-36290 will cover the required pekko version bump for 2.0.
