Description

This ticket will encompass the following tasks:

1. Make StreamGraph serializable
2. Support the submission of StreamGraph, allowing the Dispatcher to receive a StreamGraph, which the JobManager will then use to execute the job.

Note that this ticket will not modify the existing JobGraph submission path.
