Description

I used to generate Flink config docs with the command listed in flink-docs README: 
"mvn package -Dgenerate-config-docs -pl flink-docs -am -nsu DskipTests". The command will compile Flink web frontend, which usu. takes a few minutes and is in fact unnecessary. We can add "-Pskip-webui-build" to the config doc generation command to save us a few minutes each time.
