[FLINK-34165] It seems that Apache download link has been changed

Description

For example, the link https://www.apache.org/dist/flink/flink-1.17.2/flink-1.17.2-bin-scala_2.12.tgz.asc[1] worked previously now redirect to a list page which leads to a wrong flink.tgz.asc with HTML instead of expected signature.

The link should be replace with https://downloads.apache.org/flink/flink-1.17.2/flink-1.17.2-bin-scala_2.12.tgz.asc
