    Description

      upload-artifacts and download-artifacts can be upgraded to v4. This would bring us support for unique build artifact names (see https://github.com/actions/toolkit/tree/main/packages/artifact#breaking-changes) and performance improvements (https://github.blog/changelog/2023-12-14-github-actions-artifacts-v4-is-now-generally-available/).

      Such a change would require upgrading the node version as stated in FLINK-33277
