CatalogStoreFactory can not be configured via StreamExecutionEnvironment

Details

    Description

      The logic in TableEnvironment.create() has well-defined ordering which allows to configure most settings via StreamExecutionEnvironment and flink-conf.yaml. The discovery of CatalogStoreFactory should be postponed until the final configuration is merged.
