Description

Following https://flink.apache.org/how-to-contribute/contribute-code/, I would like contribute JDBC source integration with Snowflake.

The implementation adds SnowflakeDialect and the relevant row converter and factory.

Need to:

• Reach consensus
• Find a committer willing to review and merge the change
