[FLINK-33089] Drop Flink 1.13 and 1.14 support for the operator

Description

As agreed with the community we will only support the last 4 stable Flink minor versions.
With Flink 1.18 already out, we should drop 1.13 and 1.14 support from the operator.

This includes any special codepaths required and we should probably throw a validation error and short-circuit reconciliation on unsupported versions to signal to users and avoid any accidental deployment problems.
