[FLINK-33076] broadcastEmit of ChannelSelectorRecordWriter should reuse the serialized record

Description

ChannelSelectorRecordWriter#broadcastEmit serialize the record to ByteBuffer but didn't use it. It will re-serialize this record per-channel. We should allows all channels to reuse the serialized buffer.
