Description

With Conjars no longer being available (only https://conjars.wensel.net/ is there), we should remove all the notices to Conjars in Flink. We've already removed the need for Conjars because we've excluded Pentaho as part of FLINK-27640, which eliminates having any dependency that relies on Conjars.
