Description

Add Estimator and Transformer for BucketedRandomProjectionLSH.

Its function would be at least equivalent to Spark's org.apache.spark.ml.feature.BucketedRandomProjectionLSH. The relevant PR should contain the following components:

• Java implementation/test (Must include)
• Python implementation/test (Optional)
• Markdown document (Optional)
