Description

• Please refer to release note of FLINK-28307 for a list of changes to be verified
• The changes should be verified for both JobManager and HistoryServer
• I'd suggest to verify the history server functionality for various deployment modes. Previously, it didn't work with application mode (FLINK-19358).
