[FLINK-28698] The display order of aggregated metrics should follow the order of task state transitions

Description

 Currently, the display order of task state duration is INITIALIZING, CREATED, SCHEDULED, RUNNING, DEPLOYING. I think it would be more reasonable to change to CAEATED, SCHEDULED, DEPLOYING, INITIALIZING, RUNNING, which is follow the order of task state transitions.
