[FLINK-28178] Show the delegated StateBackend and whether changelog is enabled in the UI

Description

If changelog is enabled, StateBackend shown in Web UI is always 'ChangelogStateBackend'. I think ChangelogStateBackend should not expose to user, we should show the delegated StateBackend in this place. And We should add add a row to indicate whether changelog is enabled.
