[FLINK-27747] Flink kubernetes operator helm chart release the Chart.yaml file doesn't have an apache license header

Description

When verifying the 1.0.0-rc1, gyfora found that the Chart.yaml file doesn't have an apache license header.

It seems this is caused by helm package in the create_source_release.sh.

We also have this issue in the 0.1.0 release[1].
