[FLINK-27680] Disable PulsarSinkITCase and PulsarSourceITCase on JDK 11

Description

Since Pulsar doesn't yet support Java 11, we should make sure that the Pulsar tests don't run when testing JDK11. This is the case already for the e2e tests, but not yet for the connector tests. We should disable this too.
