[FLINK-25831] ExecutionVertex.getLatestPriorAllocation fails if there is an unsuccessful restart attempt

Description

The ExecutionVertex.getLatestPriorAllocation does not return the latest prior allocation if there was an unsuccessful restart attempt in between. The problem is that we only look at the last Execution. Due to this, ExecutionVertex.getLatestPriorAllocation sometimes returns null even though there is a prior AllocationID.
