Description

Similar to FLINK-25230, we should revisit how functions are serialized into the JSON plan.

• No legacy in plan
• No Java serialization in plan
• Consider config option regarding catalog objects
• Helpful exceptions for the unsupported cases
• Use function version 1 for all functions as a first step
