Description

Introduce a package to ship test utilities for formats, connectors and end users.

This package should provide:

• Assertions for data types, logical types and internal data structures.
• Test cases for formats and connnectors

The end goal is to remove the test-jar planner dependency in formats and connectors and replace it with this package, so formats and connectors can then just depend on table-planner-loader.
